Supplies Needed: Eye Candy4000 (HSB Noise) PSP 9 (any version will work) Tube of choice Font of choice i used PonytailScriptSSK I used artwork by - Ted Hammond Scraps of choice Dog bowl and treats belongs to me. Mask of choice Misted tube of choice Doodleart of choice Supplies - here ::Let's Begin!:: Open a 600x600 blank canvas and flood fill that with white.we can resize later. Open your supplies and paste your background of choice as a new layer go to layers/new mask layer from image and find your mask and use these settings:source luminance/checked and invert mask data/checked and click ok.go to your layer pallet and merge group. Paste your frame as a new layer. click on your raster deform tool and turn your frame to the left just a little bit. Click on your mask layer and take your freehand selections tool and draw around your frame once you have done that place your misted image of choice as a new layer and duplicate your misted image.now click on your mask layer with the marching ants still around your frame and go to selection/invert and hit delete on your keyboard.now do your misted images the same way once you are done go to selections/none. Go to your layer pallet and x out your layers except for your misted images and merge them visible now you can unhide your other layers. Make your mask layer active and paste your stiches of choice as a new layer. On your stiched layer paste your doodleart of choice as a new layer and place it on the left side of your frame.add a drop shadow of choice.duplicate that layer and go to image/mirror. take your eraser tool and erase the parts that is inside your frame. Click on your top layer and add your main tube.place it however you like and add a drop shadow of choice. Click on your frame and add a few paw prints to your frame.place them however you like. Add your doggie bowl and treats as a new layer and place them however you like. Place your woof topper on top of your frame.look at mine for example. If you would like to resize your tag go ahead and do that.add your name and all your copyright info. Animation (Optional) If you are using a similar image to mine you can follow the steps below. Click on your merged layer and take your freehand selections tool and draw around the water part of your image like this: 
Duplicate your image 3 times and you should have a total of 4 images in all.on your first image go to effects/HSB noise and use these settings: 
and click ok.go to edit/copy merged and bring it in to animationshop as a new animation. do your other 3 images the same way just click on random seed and paste after current frame in to animationshop. once you have all your frames in animationshop click on your 1 and 3 frames and change the speed to 25 and change the speed to your 1 and 4 frames to 30.play your animation and save as gif!
